Manchester Road Streetscape Phase 3
The contractor is making good progress and is on schedule installing curb, pavement widening, sidewalks and new lights on the project. Once completed the project will include 10’ wide sidewalks, lighting, and landscaping. The work is expected to be completed by fall 2020.

The contractor will re-open Woods Avenue to traffic today by 3:30 pm.
December 11, 2019
The contractor has begun storm sewer installation along both sides of Manchester Road and plans to continue with this work over the next 2 months as weather allows. They are placing pavement on Woods Avenue as weather allows and plan to re-open the road by the end of this year.
November 22, 2019
Missouri-American has almost completed their relocation work, so Gershenson Construction will be able to begin installing storm sewers on Monday, November 25. Woods Avenue will be closed between Manchester Road and Rodgers Drive beginning on Monday, December 2. This closure will allow the contractor to raise the profile of Woods Avenue to match the future Streetscape improvements. A signed detour route will be in place along Route 109 for the duration of the closure, which is anticipated to be complete by January 2, 2020, weather permitting.

Missouri-American has started their water line relocation work and is still on schedule to complete their work by the end of the year. Once this relocation work is complete, the City’s contractor, Gershenson Construction, will be able to begin work on the project early next year, as weather allows.
September 25, 2019
Century Link completed their move to the new poles and Ameren has removed the old poles. Spectrum has a few minor relocations to complete so the final poles can be removed on the north side of Manchester Road. Missouri-American is planning to start water line relocation work during the second week of October and anticipate completing their work by the end of the year, weather permitting.

Ameren and Spectrum have completed all of their line transfer work to eliminate the overhead crossings along Manchester Road. Spectrum is scheduled to remove their old lines from the old poles in early September and then Century Link will move their line onto the new poles along the south side of Manchester. After the Century Link work is complete, the old poles can be removed. Missouri-American has worked out the details and is planning to start their relocation work in September. ATT will continue their splicing work at various locations along Manchester through September.

The contractor has completed the placing of underground conduits for Ameren and Spectrum for the existing overhead line crossings over Manchester Road. Ameren has completed most of their work to place their lines in these new underground conduits, and expects to complete their work in the next week. Spectrum is scheduled to transfer all their lines to the new poles overnight on August 22 & 23. Missouri-American is working out the final details prior to beginning their waterline relocation work in August. Their work is expected to take approximately 6 weeks once they get started. ATT splicing work will continue and they have started placing conduits for their relocation work on the west end of the project. Once those conduits are placed, ATT will begin splicing on that section of the project.

Missouri-American has had some delays in starting their relocation work, but is expected to start upgrading approximately 1500’ of existing water line later in July. ATT splicing work will continue and they also anticipate starting their relocation work on the west end of the project with miscellaneous work from Eatherton Road to near Larry’s Tavern over the next month.

The contractor is expecting to begin placing the conduits for Ameren and Spectrum this week to allow for several of the existing overhead line crossings over Manchester Road to be placed underground. Ameren and Spectrum will then begin moving the road crossings into these new underground conduits over the next month. Missouri-American is also expected to start upgrading approximately 1500’ of existing water line later this week. This work will upgrade the old 6" diameter line to 12" diameter line from near Clay Avenue to west of Taylor Road. Spectrum is also expected to complete some underground cable relocation work near the southwest corner of Taylor and Manchester in the next few weeks. ATT splicing work will continue and they also anticipate starting their relocation work on the west end of the project with miscellaneous work from Eatherton Road to near Larry’s Tavern over the next month.

Ameren has completed most of their relocation work, except for the overhead crossings over Manchester Road. ATT will be splicing the new conduit on the east end of the project over the next 2 months. ATT will also have another contractor performing relocation work on the west end of the project over the next few months. Spectrum has placed most of their new overhead line on the new Ameren poles and will be working on their underground connection work near Taylor Road in the next month.

Ameren has completed most of their relocation work, except for the overhead crossings over Manchester Road. Conduits will be installed at nine locations under Manchester this spring and the overhead electric and cable crossings will be moved undergound over the next few months as weather allows. ATT will also continue relocation work over the next few months as weather allows.

Several of the utility companies have begun their relocation work on this project. Ameren will be relocating poles and moving lines over the next few months as weather allows. Missouri American Water Company and ATT will also be relocating facilities over the next few months in preparation for the Streetscape Improvements.
Phase 3 includes the section of Manchester Road between Taylor Road and Eatherton Road, and will incorporate similar improvements to those recently constructed during Phases 1 and 2 to the east and west of this project. The project will incorporate vehicular lanes, bike lanes, sidewalks, street lighting, street trees, and some on-street parking lanes along both sides of Manchester Road. The contractor is expected to begin this project later this Summer and the project is expected to take approximately 1 year to complete.
